I think government just want to make our vehicle ownership less complicated by not allowing us to register two names. Vehicle is not like housing.
Vehicle is a moving object, it's complicated if government allow cars to co-own. Other countries may allow but Malaysia laws do not allow. Try ask JPJ for an official answer.
The issues I can think of:
-both owners are responsible when it involved traffic summons
-insurance issue, NCD follow IC (the person) so it's impossible to divide NCD into two portions for two registered name.
-A creditor may confiscate the car if one is filed for bankruptcy
-It's difficult to sell the car if one of the co-owner is absent (oversea, passed away, one party do not agree to sell) scenario same like housing property.
