speed max is around 45kBps for 640kbps package.issit normal for a HSDPA full strength covered area?

my speed is also around 130~140kBps constant.
but i doubt it'll stay during the day. but atleast it's been a long time since maxis last did it; uncapped speed  |

i realized that these 2 3 days i've been getting over 100+kBps (around 100~150kBps) during the morning, which is a joy to me because it's been a long time since i got that speed
