 LEGAL HELP NEEDED, hit & run case in residence parking lot

the case goes like this.. i live in a condo.. car parked properly in my condo parking lot.. one day, an asshole crashed into my car, then escaped without leaving any messages or notes, hence damaging my car front, consider as hit & run..

report to mgmt office, mgmt office ask us to go make police report, at the same time mgmt office will help check CCTV to see who's the culprit..

soon after, mgmt office called saying CCTV not functioning, unable to trace who the culprit is.. so mgmt office cant help much on this, feels like they are washing hands off.. wtf???

so questions:

1. wat to do next? police report is done, wat can we do bout it?
2. can claim insurance for such accident? till now i dont dare to move my car yet, since consider it as crime scene..
3. mgmt office how? can take legal action against mgmt office? although we know PARK AT OUR OWN RISK
4. culprit hit & run, meaning to say unable to catch that asshole anymore?

parking nicely also buta-buta can kenak langgar, end up troublesome matters like now bangwall.gif

worst comes to worst, i may have to fork out my hard earned money just to repair the damages, thanks to that asshole sad.gif

2. car kena scratched, neighbor car opened door too far/hard, many times
