However, such request can be made officially during the rental negotiations esp for commercial or industrial rental. It can be free 1 -2 months rental period for the tenant to do renovation b4 the start of business operations since no business income is generated to pay rental. I understand that he is not wrong and not obligated to do so. From the perspective of a tenant, this leeway bit of leniency or tolerance he can't give. I feel like I fell into a trap and has already started the tenancy with a bad term. I had never heard or thought of prorated rental fee, should have offered him it since the beginning. Just my rants.
