Underground pipe leakage

I have been staying my current house for almost 15 years. Recently I noticed certain area of my car porch always wet, even though not raining.
I suspect the underground water pipe has leakage. Any ideas how to confirm this, and what are the proposed solutions? |

Checked with plumber, apparently the water at car porch is from Tangki.
Off the water from Tangki, noticed the meter still running. Believe the pipe was burst somewhere... Haizz |
