Usually on a contract and outsource to a third party resource company. The company signs a contract with Huawei. Its a standard in the industry, not just Huawei does it. Easy way to insulate themselves from the hassle of permanent headcount

Everyone who wants to stand a good chance to progress have to pay their dues in a vendor.

Plus is if he's doing it as a fresh graduate

Double plus if its in RAN and in demand

If this is really your role and package TS take it. Tough it out then look for opportunities to jump. You work long enough and if you're sharp enough you can spot places to jump to

The industry is no longer as lucrative as it was say 25 years ago.

But RAN or packet core is a decent niche to start out in.
