 JPN Putrajaya ROM Timing, Enquiry about timing if coming later

Hi all sifus,

I'm going to have my ROM at JPN Putrajaya. The JPN Officer gave us instructions that ROM hours are from 9am to 11am, first come first basis, pretty standard. I am only holding a slight contemplation on paying RM 80 extra per makeup artist since I'll be having my makeup done before 7 AM. The intended schedule is to have my ROM makeup done at 5:30 AM, have it done by 7:30 AM and travel to JPN Putrajaya around 9+ AM. I was wondering if I can have my makeup started at 7 AM, then done around 9 AM and head to Putrajaya? The best I can do is have my partner go to JPN Putrajaya get the queue number slightly earlier before I reach.
Another reason why I'm considering to come later is because my friend advised me to come later so there won't be a long queue and the room is available for some photo taking session, say take photos with both sides of the family without rush. However, she did not have her ROM done in JPN Putrajaya.
By default, I'm going with the pay extra and do my makeup at 5:30 AM option but just want to hear some options from fellow sifus here.

They will require for both bride and groom to be there, along with the 2 witness IC to be able to get a number. You're only allowed to reach the counter (the one queuing for number) at 9am, so for mine, both our families arrived at around 9am to start queuing. I think arriving earlier and getting it done earlier is a better choice. We were the 3rd couple in line, so it was quite fast. You get your things verified at over the counter when your number is called, then you wait for your names to be called into the room. You're given 15 mins to take picture in the room after the whole sumpah and signing. So, you can calculate how much time you'll be waiting if you're arriving during the middle of the morning. There's only 2 rooms for signing btw. After which, you can drop by the few parks in Putrajaya for photos.

I see, thanks for the reassurance. I'm definitely moving forward with getting everything done by 7:30 AM to get there by 9! Appreciate your informative advice!
