after a shave be it razor or trimmer or electric, the prickly is less for half a day or so, during which the hair 'recovers' from the 'injury' by wicking away skin moisture and either becomes thicker at the edges or break off a bit more to come to shape. later on it becomes prickly. different person hair also different, you may monitor his hair and make own assessment.

in grown hair is more likely with razor close shave, also depends on skin condition and hair type of the person

in short, if grooming matters a lot like want to look consistently shaven every day, then an electric is a must have, and the skin may need getting used to. maintenance is a bit higher, because those things need tedious cleaning (taking apart and rinse and dry, some also need oiling like trimmers), or replaced (higher cost, blades, batteries etc)

if unfortunately kena allergy to the shaver, then maybe nickel allergy from the stainless steel part, or something like that.
