I tot the vampire kill him later? And I think the guy thrown into jail is the one who killed those dogs since those dogs are killed before night and before the arrival of vampires. So, he is probably the teammate of vampires.

From wikipedia, the explanation is "Because of the cold, the vampires' senses are weakened and a few of the town's residents are able to hide." This is for some questions, others I dunno.
