If you train cardio regularly (i train 10hours weekly and about 40 resting HR) its normal to have low resting heart rate among sport community. As our heart is a muscular organ, as you get fitter the amount of blood pumped per stroke volume is higher than an untrained individual hence fewer beats are needed to move blood in your body. Its a good indication actually that you have a strong heart.
Max heart rate is very individual actually no such thing "at this age you shud have X max heart rate and should push to around 190". That is terrible advise.
If anything you should do an annual check-up and not ask strangers for advise in a forum especially this is concerning your heart health with your family background.
