Is it mandatory for foreign tourists to get a SIM card with local Korean number? I read somewhere they will SMS the PCR results only to local number.

Anywhere (Q-Code, immigration, COVID test area in airport) where they will ask for your local number?

No, not mandatory. You could still use your own number. The PCR result send via email as well, not necessary to have Korean number

I’m using data sim, and in Korea almost everywhere has wifi
On bus, subway as well, auto connected to the Korean number with data plan I subscribed
