Converting a single storey house to double storey, Is piling required?

Hi guys!
I have recently acquired a single storey house of 42 years old. I wish to convert it to a double storey and was wondering if the house needs pile work? My thanks in advance! |

Usually the local authorities such as Majlis Bandaraya Petaling Jaya won't approve adding another storey to existing houses ...
