No today only, start for day one unable use hotspot, what is fact?

I think my area slow and not steady but still see the 4g LTE.

but when connect to devices always shown
limited
IPV4 no network access
IPV6 no internet access

then I try many time on off and different setting, but

<This see the green bar, but just like not internet function>
-->This unable google, but weird youtube can load the comments, but very slow, after I clear the cookie and cache, then back to above totally unable internet.

Setting new APN
PC and notebook test also like that.
tick or not tick Enable Federal information processing Standards(FIPS) compliance for this network.
setup control panel Power and so on, all in normal.

Home wifi can phone, but phone hotspot totally unable internet, not slow, mostly and always unable.

What going on? Can anyone help on this.

I also unable of Tmpoint and 100, they likely ask you install and uninstall apps only.
