In my humble opinion it is essential to have responsible buyer responsible seller.

I have sold a few things before.
When I have agreed a price with a buyer I'll stick to it and announce the offer to sell "closed".
Even if another buyer is offering to pay a bit more I'll have to sell to the buyer I made an agreement with.

The act of payment from the buyer and sending the item to the buyer should be done after the deal has been agreed.
Price negotiation should not be done during COD but before it.
