During contract, depend on the phone, they have the authority to control the phone. I remember green telco sets got some stuff cannot access but forget which one but it is in Android though
After contract ends, you own the phone
If they perform locking, you can actually blast them for unauthorized lock

bought hire-purchase/ing Samsung S10+, Samsung A31, iPhone 13 PM, and more that I cannot remember from Maxis; none have this so-called imaginary Device Guard inside.

which maxis plan?

The plan that does not let you keep the phone (around 24 months return old phone and get a new model) has it
My sister is on that plan and her s21 has it
It may not be an app but i remember it's something that restrict some settings (ex: do a real factory reset)
