Unless you are selling your art I highly suggest just use cheapest colour set from stationery for all your practice. You can slightly mimick top quality colouring tools simply by dapping a soft cotton to sumdge smoothing it out.
You mean blending the colours? I have tried few techniques using blending stumps and cotton buds (good for getting soft tones parts). On YouTube I saw pro artists using solvents on their coloured pencils artwork. I don't have those things around here.
