Well yes the flipping of 10 years ago is over. There’s too much supply now and even leftover developer units for any meaningful appreciation to happen. Some highly prized locales excepted. @Iceman has been harping on this for god knows how long.
That being said the easy financing options and cultural preference for virgin units does make under con projects a preference particularly for new buyers. So anyone buying one now, you better live in it or have a plan to hold onto it for a while.

The mindset itself has to be right. If just thinking to buy and flip, the risks are of course high.
