You can use M1 Mac mini which is very efficient and not hot.
Cheap as well compare to other Mac.

For laptop, not so, just line the base abit so ventilation is improved, at least get M1 or if got budget get latest M1 series

If you have purchased it via the App Store, you don't need to buy it again. It will be forever tied to your Apple ID. So whether it is on a Mac Mini, iMac or Mac Studio, you can just load it there no issues.

Monitor you can just anything from the market form the cheapest to the most expensive
according to you requirement and budget. Plug and play.

Keyboard and mouse you also can buy from the market but better to have Mac compatibility
like the keyboard arrangement etc.

you can pair it up with the Pro Display XDR for a cool rm20k without the monitor stand/vesa mount

for mouse, can just buy Logitech ones or even use apple Magic Trackpad
