Highly unlikely you will be able to relocate the WC. You may attempt by seeking the permission by the MO first as the relocated position of the WC may affect the discharge point to the internal inspection chamber. The foreseeable constraint :-

1) The new sanitary pipe from WC to the existing IC, I believe the existing discharge point will be isolated & terminated. For the condo / high righ, the ground beam will be deep depending on the high of the building. Assuming the building is very high, the building ground beam depth easily 900mm (D). To reroute the sanitary plumbing discharge from the WC with 900mm ground beam depth is almost impossible without hacking the beam ( MO won't allow you to hack ).

2) Due to constraint of the ground beam depth , your alternative will be using "P" trap fro WC instead of the "S" trap. The good thing about the "P" trap, you don't have to go below the ground beam and you can just penetrate the discharge horizontally before offset it & look for suitable spot to drop it to below ground level & finally discharge to the existing IC. The setback of this, there will be a short length sanitary pipe that will be exposed in slanted position (gravity flow) visible inside your toilet & visible at the external side of the wall until the pipe is dropped to the ground - aesthetic setback. The MO may not allow you to do so.
