I also concur, highly unlikely the leaks can by pass the floor in between.
There are 3 types of water piping only.
Cold water - no way will vertically drop across because each unit will have their meter installed. The piping will enter the unit horizontally from the riser room.
Sanitary plumbing- yes, will drop vertically but sound very illogical the leak at floor below can by passed so many floors.
Rain water down pipe - yes, will drop vertically also & sound illogical as well if the leak can by passed so many floors.
Another possibility will the water proofing failure & causes the water leakage to floor below , also sound illogical it can bypass so many floors in between.
Meanwhile , check the background of the unit in between . Are they some one within RA or MC ? It is easy to make allegation by non-technical background ppl . On your side, the easiest way, ask your plumber / contractor to carry out the ponding test at your bathroom / wet area. The test will immediately proof their allegation is valid or not valid . Most of the time , the MO or MC ppl are just “postman” trying their luck to shoot out allegation without basis.
