I think depends on the owner, alot of high rise in KL allow dogs. And no issue if the owner is responsible, unlike stray dogs, pet dogs dont really bark like crazy, most of the time it is owner problems like do not care for the dog, does not take care and let the dog poops anywhere it wants, not cleaning up … the pet dog attitude and behavior are reflection of their owner … and usually this group of people cause trouble to the rest of the pet owners. I dont own a pet, I have a robo puppy.

Happened many years ago in my old house
I had a Dalmatian in the house.

Neighbors cat always come into my compound and sometimes into my house too.
Warned him not to let his car simply roam into my house as I got a dog.
He didn't bother at all.
Until one day, so happened my dog was in my living area and this cat came into my house.
My dog attacked it, and killed the cat.
So I just have to do the right thing to give neighbor back the dead cat.
He still dare to ask me why happen like this.
