Go to the remote control option or bluetooth section, no remote control is paired. But I can use the remote control perfectly, just the google assistance. Iinm, your remote has microphone so it will need to connect/pair in bluetooth mode to send voice command. If Bluetooth fail to connect then IR will work only with limited keys especially to navigate.
What model is your TV. Check the manual on how to pair in Bluetooth mode.
Maybe can try follow this video for Sharp TV but before doing that do cold boot and access the

How to use the paired handphone as google assistance? Afaik, it is not possible on Android TV unless manufacturer add the feature to the device to use external microphone which i don't think they are allowed to do.Misread handphone as headphone..🤦♂️
Yes, it is possible to use phone mic for Google Assistant with the app remote feature as mentioned above via WiFi or Bluetooth(only with Google TV app and access the remote feature from Quick Settings remote tile).
Make sure to give location permission for Bluetooth pairing and allow microphone access for voice search.
