The 20A S/S/O normally comes with 2 poles A/C switch for on/off & is drawing the power from direct 20A MCB breaker from the DB.
Water heater should have the same connection like AC without the face plate, the only different for the water heater point would be the requirement for 10mA RCCB at the outgoing of the 20A MCB as per ST's regulation.
