Strata Title Law advice, Poor maintenance and unaudited account

Hi sifu here, I have few questions, my objective is to know what’s my rights and what are the actions I can take as individual owner
1. My condo were poorly managed. Understand it’s hard to define what is “poor” here. Example, faculties were broken down for 2 years and not fixed
2. Unaudited account since 2019. Due to pandemic, it’s understandable. However, prolonged delay on audited account is a risk.
Appreciate if any sifu can guide me

Appreciate if any sifu can guide me All strata properties are governed by the Strata Management Act and every owner are encourage to have a copy. Available at major bookshops or online. Everything are spelt clearly in the Act on what a registered owner can do with any 'mismanagement' of the property. Alternatively, registered owner can also volunteer their service in JMB to make the property a better place...... if nobody cares, nothing will improve.

Any experts can explained, Strata Management Act & House Rule? Once JMB / MC adopted SMA, is it house rule still implemented?
Currently have an owner at our condo suffering noise problem from African/ Nigerian neighbour tenants (not everyday lah, but most of the time).
so now the unit owner not compliance house rule or strata act?
