I usually do both. Windfury Totem buff lasts 8 sec per "pulse". I would plant WF totem, then immediately replace it with an GoA totem. When the buff nears its end, just repeat. Or, in threat sensitive fights, put Tranquil Air totem while WF totem buff is counting down.

Of course, it is mana intensive. But if your raid has no Enhancement Shaman and is using a Restoration Shaman to buff a melee group, he would have more than enough mana to spare.
