whatever it is, it is triggering your psu to auto shut down. In a way a good thing. It prevented something to spoil. Either PSU can't take it @ faulty or motherboard.

I think before that like others said try the restore to previous good state or reinstall the whole windows. If still fail then definitely some hardware issue.

it's normal to see high power in google chrome. i have multiple tabs open but not as many as you. Will randomly have that very high power indicator used and then when other tabs loaded then the power indicator will back to normal. won't crashed one.
Just try change PSU first.

550W for your system without a GPU is enough. it's not about not enough wattage. It's not about whether high power long for a short while or not. It's the "sudden" spike on and off randomly that your PSU can't handle well and thinks that there is a problem thus it auto shut off. Faulty i would say. Anyway your PSU is crap. VS are are like kinda rubbish psu at the low tier.
Refer to this for your reference. I always use that as reference. No need until top tier...but if got budget why not..10 years warranty for PSU..or 5-7 years...probably tier 2-3 is better than 5/D/E.
