Probably make more sense to use runner cause apparently some runners can transfer ownership without you needing to do puspakom inspection.However if you want to save cost then you can make appointment to send the car to puspakom yourself and inspection cost is RM30.
For ownership transfer, it's RM100 and both owners need to go JPJ.
