 Can MC block people voting in AGM?, not yet received Strata Title

Hi all, so my condo is moving from JMB to MC, and apparently some owners have been told that as they don't have the strata title yet, they cannot vote/ submit motion in the AGM. My question is, is this correct?

Previously in the JMB we were all able to attend and vote etc, so I find it funny that suddenly just because their strata title is pending / not yet applied for, they're being called as not a proprietor.

Now, the existing committee/ Management Office has done some fuck-ups in how they allow voting/ etc, so that's why I have my doubts about this particular restriction. So appreciate if someone can advice if this is indeed the case, or is the management doing something silly again?
