The question is, say these 2 candidates have the correct skillset and experience for your role, then why is their previous salary important?
a) If they are willing to take the band you offer - then no problem
b) if their (possibly faked) salary is above the band you offer - you move on to the next candidate
This is the part that all of us are asking and you are not answering why not just do this
