Don’t need to be double standard, yes there are hiring budget and if the company couldn’t afford to match it, then just suck it up and go to next candidates

CONSENT is the key here. TS doesn't want to get the CONSENT from the candidate, instead he prefers to go about it the ILLEGAL ways

Actually my simple question to TS:

Did you have the candidates signed Pre- engagement screening form to give consent to have background check? That they allow your company to have check on either their financial , or criminal record ?

If yes, then you are definitely legally allow to ask for record and do the background checks through “legal” mean
