The credit card is so that they can auto charge your installment for the phone.
It may be an issue if you don't intend to pay for installment.

The PCBS locking only applies when you not paying for the phone installment.
After you complete paying for the installment, they cannot put you under PCBS.
Once the phone is PCBS locked, all telco in Malaysia jointly bar the phone from accessing any network in Malaysia.
Malaysia phone by telco is not telco locked. You can use in any network as long as you pay for the installment.

If not mistaken, the amount of advance payment subject to your historical payment credibility - if you are new user, if you always owe money and not paying on time then you will be subject to advance payment.
Encountered this and asked for explanation before cause a few of my friends and I all have different advance payment charges for the same models and same plan.
