Google Authenticator allows you to export accounts now. At least on Android version. So you can keep a backup and import on new phone.

What about the individual QR code/keys for each site (Binance, Luno)? If the owner did not backup those, and also does not have the Authenticator backup, there's nothing much that can be done.

That person should call Binance/Luno to reset authenticator.

one-time setup in any device, & you can still obtain the 2FA from any other device with Authy app, as long as you have the login to Authy.

You can use Microsoft Authenticator. It allows cloud sync... down side is ... US gov will have all your 2FA keys...

I'm nobody so I choose to use Microsoft Authenticator for simplicity.... Part of the 2FA saved at bitwarden...
