CDC does not either recommend, or not recommend, use of these devices for disinfecting community spaces for COVID-19. If they are used, they should be used with extreme caution.

I'm thinking these are just batteries powered water gun. The led blue light just to create visual effects for water droplets.

Those 900W Bluecat ones more effective. Just spend a bit more.

don't forget to fill the canister with snake oil

For us retailers need to sanitize common surfaces from time to time. It is more convenient than wiping using cloth.
