based on meter's arrow pointing (direction of flow) it is after meter.
meaning homeowner punya problem. i cant see ur main valve, f it is possible to shut off the main valve i.e. to facilitate disconnection for repair without water leaking all over the place then can DIY order the parts to fix.

Likely need to pull off or cut off the chloroformed fittings before u can glue in new ones. For screw fittings just unscrew, but not many plumber like to give screw fitting as they cost a few cents more and not in their interest to make life easy for end user serviceable purpose tongue.gif

If it is leaking before the main valve this is tricky as u need to stuff in a stopper plug and tighten it down (with the full pressure of water spraying everywhere like water park).

Syabas won't come for tap dripping la.. it is not like water spout "free car wash" level flooding/burst pipe issue.

materials not that expensive to DIY..less than 50 including basic tools
or 4x to 8x that just to get someone to come. My plumber quote starts from 400 just to show up that it makes even [buying all the atas tools for DIY] look cheap.
