I had the same problems before as well but got it rectified at Section 19 PJ service center. The problem is definitely the seatbelt holder. Try holding it & the sound will disappear.

Driving slow doesn't mean that your FC will be better. If you keep on pressing & releasing your accelerator pedal then you are consuming more fuel. Better to maintain a steady pressure on the pedal. That will give you better FC even if you are driving @ a higher speed.
