It's unlikely kkm will instruct all or selective nurses to inject empty syringes. The logistical nightmare and potential PR blowout will be astronomical or downright criminal. Not to mention there has to be some sort of mass briefing/circular if they were to do this, and I can't imagine someone not leaking it.

However a potential scenario I can think of is, criminals have infiltrated a small group of nurses and they're paid to smuggle out vaccines for the black market. This scenario makes sense. Of course this is entirely hypothetical. If these were true the police needs to investigate this.
