It would reduces the effectiveness of the heatsink in transmitting and dissipating heats...

Why?Isn't black colour is better radiator of heat?
But of course,we must find a good material(if can use black thermal paste) for spraying the heatsink.

I thought black absorb heat effectively but not release.

FYI, those heatsinks and radiator fins that is on black colour is not sprayed.
They are anodized.

While when you spray, you'll be making a thick layer of paint.
Nothing can beat the thin layer of paint anodized on some heatsinks.

So may I know how to anodize the heatsinks?By electrolysis?

both actually. it absorbs heat better when the surrounding substance is hotter than itself, and dissipates heat better when the surrounding substance is cooler than itself.
