Those android phone and legit android box with sideload etc method all along in the market. No diff than streaming from illegal website or download from PC. I think most production studio not strict if content is 480p but strict when content is HD and above.

If they are targeting TV boxes alone, then phones that use the same principle to stream the Astro content and project it to the TV should be illegal too.
