my guess is that some ppl allergic to natural latex and thus dont use the government issue condoms. there should be more awareness on this topic.

Also iinm petroleum based lubricant (vaseline) dont work with latex as it degrade the product

then we shall not talk about religion and contraceptive

no wonder the gomen initiative cant stop unwanted pregnancy

No need to process the rubber, the workable time before source rubber degrade is quite quick. Plus needs QA/QC alot
