My friend(Malaysian - Chinese) and his gf (Vietnamese) decided to get marry. They been together for 5 years. But my friend dunno the procedure. So, I am helping him. After a few digging here and there, we are still a bit confuse of the whole procedure and the document required.
This is what I found

So, my question is:
1) Getting the single declaration status from gf side. Based on above quote, the gf need to go the "The People Committee" (her hometown), then "Department of Justice" (her hometown), then to "Ministry of Foreign Affairs" at Ho Chi Minh or Hanoi. The problem here is, Thừa Thiên Huế is middle of both city (at least 500km away from both city), is there any alternative beside going to the one of the city?
2) For gf side, after getting all the require document (Single Status Letter, IC, Passport, Birth Certifcate). When she visit the Vietnam Embassy in Malaysia(for stamping). Does she need to provide the original copy of IC, Passport and Birth Certificate? Can she bring only photocopy of IC and Birth Cert to the embassy?
