If want noise cancelling under 100, i would recommend getting budget IEMs.
 KZ has a couple of IEMs under your budget, and the sound quality not so bad. |

Go to Apple store ask them what's the price, then say you can't hear, insist them to shout in both your ears until you can't hear anything. |

From what I found...
Cheapest earphone with ANC so far is Huawei Freebuds 3i (around RM 299 on Shopee) Cheapest headphone with ANC so far is Sonicgear ANC 3000 (around RM 149 on Shopee) And this is ANC as advertised by the brand, not those with "noise isolation" something else, but good or not I dunno lol.
