I have a question here, can I use my iPhone 4 to send picture/file to another phone by using Bluetooth ?

Another question is, how can I zoom in while I'm recording wit iPhone 4?

No and no.

Apple never allowed the generic bluetooth connection to transfer files between devices (part of their ecosystem in preventing infringement of copyright materials) hence they developed Airdrop. Since the iPhone 4 does not support Airdrop then your only option is to have the files transfer via iTunes and that's the end of it.
