Apple never allowed the generic bluetooth connection to transfer files between devices (part of their ecosystem in preventing infringement of copyright materials) hence they developed Airdrop. Since the iPhone 4 does not support Airdrop then your only option is to have the files transfer via iTunes and that's the end of it.
