If you swap all for the top specs i.e Ryzen 7, 512gb ssd, better screen, 16gb ram, it should be around 3k which I personally feel a better bargain

If that laptop not going to be mobile (taken anywhere), might as well get a PC with better specs and better future proof (in term of upgrades). Laptop nowadays are expensive because of demand/supply, even for secondhands. PC on the other hand, still relatively affordable and can fit your budget nicely.
