Intel to invest $7 billion in new plant in Malaysia, creating 9,000 jobs
Intel will invest more than $7 billion to build a new chip-packaging and testing factory in Malaysia, Chief Executive Pat Gelsinger said on Thursday, expanding production in the country following a global shortage of semiconductors.
The new advanced packaging facility in Malaysia is expected to begin production in 2024 and is expected to create over 4,000 Intel jobs and more than 5,000 construction jobs in the country.

The only reason why Kedah is enjoying all these investments is because of political influence which most of them holds top ministerial positions in the country. Also it is because of the spillover effect of Penang state which is closeby and its talent pool.SEMICONDUCTOR

You don't see why Intel will ever invest is states such as Kelantan, Terengganu or even Negeri Sembilan.

Firstly Johor chinese very rare you hear them speak Cantonese dialect. That is one criteria out already which never will be able to become the next homerun Guangdong province.
Second, it does not have majority Chinese population such as Penang/Mainland. Another criteria not met.
Both criteria to become another Shenzhen is to have both majority Cantonese speaking Chinese population.
Johor is in fact a Malay majority state. The only few remaining Chinese dominated cities in Malaysia today is Penang, Ipoh, PJ and Kuching.
