A few things to note:
1. It will be very unlikely to get a PS5 at MSRP anytime soon due to rampant scalping and shortages, so keep that in mind

2. CP2077 is designed with base consoles in mind (i.e. the base PS4/Xbox One), which is a 7 year old console with very slow hardware (the CPU inside the console is even slower than a 9 year old 2500K, mind you)

The GPU inside the base PS4/Xbox one is about the same as a HD7870 (which is not very fast by today's standards)

3. Even if you managed to get a PS4 copy and play them on a PS5, the visuals may not be much better than a PC (unless the game receives a next gen patch, which is several months after the release)

4. Of course, CDPR is not going to make a game that will only run on expensive high end machines, as they won't be able to recoup the cost of development easily, so they are targeting as much platforms as they can for the biggest install base

5. That being said, it might be better to wait a while until proper benchmarks, graphical analysis from Digital Foundry, and optimization guides to arrive, so that TS can ultimately make a decision whether he should go for a PC or console

The system requirements look awfully light, and let's just hope this is not another RDR2 (i.e. the recommended system requirements are quite light on paper, i.e. a GTX1060/RX480, but people ultimately found out even a RTX2080Ti still have troubles running the game)
