Yes, it comes with pvc figures and another unique thing is that it comes transformed i.e in robot mode.

BT wasn't doing too well at that time, and Tomy had merged with Takara. So, decided to repackage with pvc figures to make the BTA more attractive. They are just glorified repaints with an increase price.

But that didn't last too long, so they came up with BT Kiss Players and the price also increased again.

Yes, it is just a repaint of Deadend.
