New wiper most likely to skip because the rubber has some coating to protect it while waiting to be sold.I guess after a while it will go smooth. How old is your car, happened one mine and i had replaced the wiper.
The problem went away aftr that. Over time, the spring in the wiper arm looses tension and it doesnt 'press' the wiper balde against the glass effectively. If yours is an older car, you could consider it. |

What wiper do you use? Often is because the wiper material not good also.

which brand of new wiper you are using? I am using cheap silicone and it is skipping after a few time using. It's fine since it is cheap. I rather not spend 10x the price to get PIAA. It only skip when windscreen not wet enough. Heavy rain, it's fine.

Assuming if you already replaced the windshield, if you are driving an older car can be arm or linkage. If arm is bent usually it will skip only on one direction but not the other. I see that u replaced linkage as well, then the only thing left will be try to lift up and down the wipers to check whether the hinges of the wiper arms is providing enough pressure and is there any slack. If got, then that is the issue. What vehicle is this btw?
