House Wall paint keeps bubbling

Hi there. To give a back story of my house, I live in a single story house. It's on the lower ground and my right side neighbour's house is on the higher ground and left side is same level as mine. I understand that the wall paint keeps bubbling after several months due to my house being lower ground, hence its absorbing moisture from the ground under my neighbour's house. This was said by some contractor uncle my parents had hired. He said there is no solution for this and would need to just keep repainting. Is there anything I can do to fix my wall issue? Also my neighbour's daughter keeps flooding her porch with water causing the brick wall outside the porch between us to also bubble way faster than the interior. FYI, we had initially built the wall because they kept throwing their laundry water from their end to my porch and the neighbour's daughter is psychotic to be bullying my small dog by throwing cloth pegs on her(ive seen her done this even when my dog is just chilling in the sun minding her own business) Yes, any ideas if this is the right forum to post this dilemma? Perhaps some contractor engineers can suggest me what I might be able to do to fix the wall from bubbling every few months. Or maybe some advice how to go about this from the side of law? I've tried googling but most of the answers are all for sole properties that don't share walls like in malaysia. Could it be worth anything to do anything at all or just accept my housing dilemma as fate and move on with life?

have u tried some expensive paint that is weatherproof like nippon weatherbond etc? it has 7yrs warranty some more. even though it's expensive, it may last for many years.

Havent any experience to rectify such problem but you can try using some nice wall tiles for the affected area. In your case, your house need alot of open air ventilation. You can on the fan non stop at low speed and open the window or glass sliding door with a small gap. During hot weather and when you are at home, leave the door and window wide open.

Primer is important to ensure adhesion of your paint. Consult the paint shop should be able to advise you.

I don't think this will last for this case, because this is moisture coming from the wall, not from outside.

Getting Started

|
1) install wall tiles 2) use waterproofing paint. Add 70% water for the first layer and don't add water for the second layer.

Get a professional involved, hack everything and reapply waterproofing.
