TS, a lending relationship and deposit relationship are treated separately. Doubt they will block your savings account application, and they can’t liquidate your savings to cover the CC debt, but they can start calling and sending you letters again because the system will have your updated contact info and it’ll show you as active.

They might not be able to liquidate your savings to cover CC debt, but they can do other things to your savings account. There was a customer who failed to pay his housing loan instalment for a few months, and the bank froze his debit card and placed a hold on his savings account balance. The customer complained and the bank only lifted the hold once he agreed to settle his instalment payment by a certain date.

So i would suggest to TS to either settle off your loans before opening an account. Or don't open one in Maybank. Already 10 years ago, I'm not sure why no legal action has been taken against you yet, but you might want to check your ccris for more info.
